This vest is designed for small to medium breeds. Chihuahuas, Yorkies, French Bulldogs, Dachshunds, Beagles, Miniature Schnauzers, small Poodles. If your dog weighs over 15kg, this likely isn't the right product.
"Is it actually waterproof?" It's water-resistant, not fully waterproof. It handles drizzle, light rain, damp grass, and puddle splash without soaking through. If you're walking in a downpour for thirty minutes, moisture will eventually get in. For the typical winter walk in cold or wet conditions, it does the job. We call it what it is.
